The protest vote of May 29, 2005, showed that the civic and political deficiency of the European Union can no longer remain a haunting leitmotiv, which you just have to expose in the course of any European event, while appraising it as a second rate issue which will eventually be solved in the long run with the emergence of a European public space. No institutional reform -whether in accordance with the ambitions of the Constitutional Treaty or resulting from more partial settlements- will entirely meet this need. It is nevertheless a matter of urgency.
This “Stanpoint”, the first of a series of four devoted to the European Union, puts forward concrete proposals in order to deal with such urgency, in the long or medium run.
